Sam Roberts, P.E., has been General Manager of the Brushy Creek Regional Utility Authority since November 2023. Prior to assuming this role at the BCRUA he was an Assistant City Manager and Public Works Director at the City of Cedar Park for 31 years where he managed the engineering and public works departments including water and wastewater.

It was in his role at Cedar Park in 2005 when the cities of Cedar Park, Round Rock and Leander first began developing the Brushy Creek regional partnership which will ultimately serve over 500,000 people. In 2007, the creation of the Brushy Creek Regional Utility Authority (BCRUA), a Domestic Local Government Corporation created under provisions of Subchapter D of Chapter 431 of the Texas Transportation Code, was approved by the Office of the Secretary of State. Roberts was a member of the tri-city BCRUA Operating Committee responsible for overseeing design and construction of the system from 2008 until his retirement from Cedar Park in 2023.

As BCRUA’s General Manager, Roberts will oversee all aspects from finance to operations to design and construction of the continued expansion of BCRUA’s regional water treatment system.
